US lawmakers have been warned by Russia that changes could destroy the pact made beaten the two countries.
The US Senate has been pushing to amend the wording of the treaty as for the treaty to be valid, a two-thirds majority of US senators must be clear.
Sergei Lavrov, foreign minister, stated that the terms of the treaty cannot be re-negotiated, however the US believes that the treaty needs amending to ensure security against nuclear weapons is paramount.
Senate Minority Leader Mitch McConnell said he will oppose, complicating the prospects for President Obama in resolving one of the biggest issues on his foreign policy agenda.
In contrast, Senate Democrats expect to have enough votes to implement the treaty to reduce US and Russian arsenals to 1,550 deployed nuclear warheads. This would result in a 30% reduction i the last eight years.
For President Obama's campaign to be politically successful, it is imperative that votes are cast before the start of January as after this time, Republicans will increase their numbers in the Senate by five, giving greater weight to the opposition.
The US president has said the pact would make the world safer, , calling the treaty a national security requirement.
The purpose of the treaty is to reduce the number of deployed missiles or nuclear bomb to seven-hundred.
Since the previous treaty expired in December 2009, the two countries have been unable to perform inspections of one another's nuclear supplies. This has led to great uncertainty and it is clear that mutual agreement is required between these two leading countries.
