Electric Training Collars Banned in Wales

Welsh Assembly Members have reached a landmark decision on the use of electric shock collars throughout Wales, passing a ban on pet owners using these training collars. People who attach an electric shock collar to their cat or dog for any purpose may face a six month prison sentence and a maximum fine of £20,000.
The electric shock collars are often used to train domestic pets by releasing an electric shock to the animal in an attempt to cure negative behaviour. These types of collars are frequently used to discourage a dog from barking or to dissuade cats from roaming past a certain proximity from its’ home.
Animal charities, including the RSPCA, have called for the remainder of the United Kingdom to follow Wales’ example. Recent scientific research supported by the RSPCA has suggested that a distinct level of pain is felt by the animal when an electric shock is released by the collar. Some models of the collar can be activated at the discretion of the pet’s owner, leaving the use of such an item open to abuse by people who may use the collar to perform acts of animal cruelty.
The ban, pushed last month by Plaid Cymru rural affairs minister Elin Jones, also incorporates the non-use of shock collars in clinical settings and by police and associated dog-handlers. In 1997, the Kennel Club banned electric shock collars from being sold at all of their licensed events. Members of the Kennel Club supporting the ban staged their support outside the Senedd in Cardiff Bay as the Assembly Members cast their vote for or against the ban.
The Dogs Trust has stated that the use of the collars is unnecessary and that they are often ineffective at curing the animal of its negative behavioural traits. However the Electronic Collars Manufacturer’s Association has said they believe the ban will cause more domestic animals to be put into shelters.
A spokesperson for the UK's Department for Environment and Rural Affairs has said that ministers will consider a country-wide ban if independent research, which is currently being undertaken by scientists, proves that the collars are harmful to the welfare of animals.
